Failed Procurement/Intent to Provide Services
The DavidsonWorks Workforce Development Board released its Request for Proposals (RFP) to provide Workforce Innovation and Opportunity Act (WIOA) Adult, Dislocated Worker and One-Stop Services on March 25, 2019. The RFP was advertised in the local newspaper prior to its release and DavidsonWorks staff sent an email to a list of prospective bidders from entities who had expressed interest in programs and who had requested they be notified of any RFPs released. An email with the announcement of RFP was sent to everyone on that list which included the local community college, local and regional non-profit organizations, and in-state and out-of-state for-profit organizations that operate programs in other areas. Additionally, the RFP was published to the DavidsonWorks and Small Business Administration websites on March 25, 2019 and stayed available for download and viewing until well after bids were due.
As per outlined in the RFP, a bidder’s conference was held April 15, 2019, and all proposals for services were due by 5:00PM on May 3, 2019. No bids were received.
At the May 30, 2019 DavidsonWorks Workforce Development Board meeting, based on a failed procurement for these services, and based on a proven record of successful operation of WIOA and pre-WIOA programs such as WIA and JTPA for over thirty-five years, the Board elected to request a waiver from the Department of Commerce in order to continue to provide WIOA services to the citizens of Davidson County with current staff.
After review of documentation provided by the DavidsonWorks Workforce Development Board, a waiver based on failed procurement was granted by the Department of Commerce, Division of Workforce Solutions. As this waiver allows, it is the intention of the DavidsonWorks Workforce Development Board to continue operations of WIOA Adult, Dislocated Worker and One-Stop Services through program year 2019.
